I got the drivers that I need to install my scanner and those are installed but I'm told that I need to go into my bios and make sure that the port settings are ECP and DMA-1. How do I do this and is it really required.

No such scanner manufacturer as "Imagewave". Please read your pc documentation on how to enter pc bios setup..... or post with revelant pc information.
Is it really required? Is a 7 lb. robin fat?
We cannot tell you how to enter pc bios setup since you failed to state what pc you have.

I have a chevy, it's blue with whitewall tires, and has a single axle trailer connected to bumper hitch and the windshield has been recently cleaned.... and fresh 30 weight oil was just put in.....ash tray was cleaned 2 days ago....
Now... If I needed spark plugs, would the information I provided above help in determining what spark plugs my chevy required? Even tho we are sometimes gifted, we cannot read minds or do magic.

Rather than saying "gimme" or "teach me how to use my computer", or "I have installed some unknown driver, from some unknown website," why not do one of 2 things:
1: Provide the necessary information so that we can help.
2: Learn how to use your computer.

Even tho your request isn't the dumbest I've seen, it ranks in the top 5.
