We have no clue what hard disk controller Soltek installed in your motherboard. That means you have to make that determination and tell us what it is. If you're unable to do so, then open Device Manager, double-click the device, click the Details tab and give me the hardware ID string that begins with PCI\VEN (1st. line of text only).
Soltek has all but disappeared from the internet so I suspect finding Windows Vista drivers will be difficult (if not impossible) depending on the individual chipset number of the device.
And fyi, hard disk controllers do not have "Other" interfaces. Most are either integrated on the motherboard or an add-on PCI/PCI-e card.
