I suspect that you will not be able to run this device in Windows 7 because it's an old card....
Philips A/V Encoder and combo TV Tuner card
(not a Video/Graphics card)
Philips/Sony PCVA - IMB6A
Conexant MPEG II A/V ENCODER w/CX23416-12/22 chipset
3139 147 20981G#
FQ1216MEP/I H-3
SV20 0339
Karin ENX-25
1-860-681-31
Conexant Mpeg II A/V Encoder
cx23416-22
G3112213
0347 Taiwan
And then there is this number on a white sitcker.... A8119580A 0113267 PCVA-IMB6A
This card is an mpeg 2 Encoder, but it's also a tv card since it has a tuner. The Conexant Mpeg II A/V Encoder cx23416-22 does indeed make it a MPEG encoder. You might also check if the Hauppauge PVR drivers will work, as they too use the cx23416 chipset. There's one posted in this forum near the top... ie: a STICKY here: (right above your post currently)

If it doesn't work, then Google the numbers listed above... good luck!
Or provide the actual manufacturer name and model number and fcc id number.... ie: Sony didn't make it, nether did Conexant, probably Philips did.
You will need actual video capture software (not a driver). I suspect Sony has this software hidden on their ftp server.
If you need the Sony link:

And here's the link for Philips:

And this is the link to their site that's like a ftp site: (strickly a file store)
