The card manufacturer has no drivers for Windows 7.

Perhaps the chipset maker does, ie: nVidia or ATI. You must first determine what chipset this device contains. Once it's determined, just visit the chipset makers website to see if they offer a driver for Windows 7. (I suspect that it doesn't exist).
