To my knowledge, Phoenix Research Group never wrote any XP driver for this modem. You can try this NT driver:

or examine the modem and make note of which Motorola chipset it has. Repost with that chipset number and we'll try to help. If it's the common "SM56" or "62412-51" chipset, we have numerous drivers posted in our driver database.
