Default Latitude won't boot.

I have a Latitude CPi 300MHz. It stop posting. When turned on, the power light blinks and I can't turn it off unless I remove battery. Same problem in docking station. At a computer fair "Cogan's" a couple of Venders said the motherboard was no good. Are there any other explainations or suggestions.
