Make sure that USB is enabled in BIOS setup. If you don't know how to access pc bios setup, please consult your computer or motherboard do entation... most common key access is DEL during bootup... others may require F1 or F2 or other special key combinations.
If you had stated the model and brand of motherboard, we could be more precise. Otherwise go to the website below, scoll down to the section label: 'Keystroke to enter the bios-setup' section...

Windows Xp provides the drivers automatically once the usb port is enabled. Check Device Manager to insure the usb port is working properly.
