You won't find any Windows 98SE driver on the net... None exists and none required. Windows 98SE provides native support that allows this drive to read a data or music disk.
When properly connected/configured, the os should recognize the drive during bootup and a listing should appear in Device Manager under CD-ROM showing the drive. If the os fails to detect the drive, here are the most common reasons:
1: Improperly connected ide ribbon cable or defective cable/connectors.

2: Master/Slave jumper not set correctly.

3: Problem with the ide port to which the drive is connected or...

4: Wrong ide drivers installed.

5: IDE port is disabled in bios.

6: Improperly flashed firmware

7: Defective drive.
