wow i had to sign up just to tell you that i had the exact same problem, and i knew it was the printer service but i deleted it because there was a virus and i kept having damn problems with it.
unfortunately after that i was aware that it wasnt as easy as i thought it was to get spoolsv.exe back.
I tried what the guy ^ said, went to cannon and downloaded the driver but the driver wouldnt install because i didnt have spoolsv.exe in the first place.
BUT-i solved the problem successfully!! this is how:
my dad has a computer with the exact same windows operating system so i literally just went into his C:\WINDOWS\system32 and copied his spoolsv.exe file to my usb and went back onto my computer, exact same file location and pasted the spool file there.
to test that it was working i went to Control Panel>Administrative Tools>Services and you have to find the name Print Spooler.
Right click on it and select Properties. There under the title Service Status you should be able to see if it is active or not [after pasting spoolsv.exe it won't be active] so to enable it you click start. If everything is back to normal it will start and run...and if you want, just like me do a test print just to double check
