I have had the same problem. I have fixed it as follows:
Restart your computer and enter setup (pressing F2 on mine..)
Go to your the settings of IDE devices (I believe its that, check for yourself)
Turn off your on-board (on the motherboard) USB device (1.1)
Make sure your mouse and/or keyboard are not on the onboard USB ports.
Save and exit.
Your computer will start up, recognize the new USB 2.0 card and install it correctly.
I restarted the computer, entered setup again and turned on the onboard USB device and now all ports are working, and the new ones at 480 mps (USB2.0 speeds)
