Thumbs down program manager

I started up my computer and then it said loading workgroups 3.1 and instead of showing the start button on the toolbar with the time, it shows an icon that says program manager. I am not good at computers. What is wrong, how can i fix it in a simple manner please help

Huh???......best i can guess i can make is that the system had windows 3.11 and was upgraded to w9x and when this is done there is a option to restore the original os (w3.11) and you appear to have run this command somehow. if this is so. you will need to rerun/install the w9x os using the upgrade cdrom again and then reinstall all required applications/patches.

In other words, a compleat reinstall.

yeah but this was not windows3.11 before is there an eaiser way to fix this
