can any one tell me if i can change the language as i bought a notebook and it has a language on i dont understand

Click on the language down-arrow and select English and then click OK. If an Install Driver window pops up and you do not have the Windows 3.1x install disks, then you will need to get the "langeng.dll" file from someone / somewhere. You will find this in the c:\window\system directory on a machine running 3.1x (English language).
