p4m266/A-823x is not a motherboard, it's a chipset made by Via. You will need to try a bit harder and give us something to work with.

Motherboard maker? OEM or Retail?
BIOS id string?
Make and model of the pc it came installed in?

If there is no identification on the motherboard, then obtain the bios id string located on the lower-left corner of your monitor screen during
bootup. You can press the PAUSE key (on keyboard) to freeze the screen long enough to write the bios id string on paper or into Notepad.

You still didn't identify the pc. If the MB came installed in the pc at the time of purchase, that's considered to be an OEM motherboard. You normally
cannot get support for OEM boards from the board maker.... it must come from the pc vendor/manufacturer, just a part of their licensing agreement.

Look on the bottom, top, sides, front, or back side of the pc to obtain the model number on foil or paper tags, ie: HP, Compaq, Sony, Toshiba, eMachines,
Fujitsu-Seimens, Dell, Gateway, etc. will be some names that could match your pc brand. We can't use serial numbers, it must be the pc model number.

Now, for the cd drive, first in pc bios setup make sure that the cd drive is the FIRST boot device. That's probably what's causing it to not work. Once done,
it will present a new notice on the screen that says Press any key to boot from cd-rom drive or something similar. Make sure a bootable disk is inserted
in the cd drive and be sure to watch for the notice on-screen. You only have about 5 seconds to press a key.... it will then boot from the optical drive.
If you fail to press a key when prompted on-screen, then the pc will boot normally from the hard drive.

Optical drives NEVER require a driver when used in Windows XP. The OS provides native support that allows this drive to read a data or music disk and to
burn a cd-r disk (only if the optical drive is a burner.) It will not burn cd-rw or dvd disks without compatible 3rd. party burning software being installed.
It also won't play dvd disks without compatible 3rd. party dvd decoding software like WinDVD or PowerDVD.

You really need to provide more info:

1. Is the pc custom made or factory made? Desktop or Notebook?
2. PC brand and model?
3. Is the optical drive a full cd/dvd burner and cd/dvd reader, cd reader only, cd and dvd reader, combo cd-r burner plus dvd player, or other?
4. What is the optical drive brand and model #? OEM or add-on? .... and firmware revision
5: Motherboard brand and model (if available)?
6: Country of origin? What country do you live in?
7: Is the optical drive new or aged? Has it ever worked?
8: Did the optical drive come installed in the pc at the time of purchase or did you buy it later and add it to the system?
9: PC BIOS ID string?

And one other thing is to be very specific with what your wanting for this system, ie: ALL motherboard drivers, firmware update, individual driver like audio or video?

That's a start and it's way better than nothing but you still didn't say what model the motherboard is. From the bios ID string, I concluded this:

p4m266/a-823x-6a6LWPR0C-00, there should be a date in front of the existing bios id string, example: 07/18/2003-p4m266/a-823x-6a6LWPR0C-00

The date will tell us whether that bios is the last bios update made or if there's a newer version available.

p4m266/a-823x-6a6LWPR0C-00 = Super Grace Electronics (now owned by PcPartner.) (www.pcpartner.com/support_faq.php)

p4m266/a-823x-6a6LWPR0C-00 = VIA P4X266 (VT8753+VT8233) chipset

The bold part of the bios id string divulges some information like listed above.

A partial list of boards with VIA chipsets: http://www.wimsbios.com/chipset/6A6LW.jsp

You should be able to figure out which motherboard you have using the info I posted above. Here's the place to check for drivers:

Does it look anything like this:

I can't do much else for you until I/You know what model the motherboard is. All I can suggest is to find all the motherboards with matching chipsets and try those drivers.

And it might be a good idea to run Everest as I suggested earlier, then copy and paste the Summary Report generated by the program.
