Some motherboards have on-chip drivers that you can activate through the system bios. Includes win9X and MSDOS.This Solution may be too easy and may not actually work, but is worth checking.

There is no USB support in Windows 95. You must have Win 95b or higher Windows os to get usb support.

when an on chip driver for usb is activated in the system bios and is autodetected using the win 95 utility (add new hardware), it (The usb port) will appear in device manager as one of those Question Mark Devices. Usually when checked "the device is working properly" will also appear. If this is the case the next step is to check the resource tab to see what the device is using(it is possible to assign resources for this in some cases). In the setup program or port configuration program for what ever program you are using you should be able to assign the port address to corispond to the resource selected in the device manager.
