This a old board with a Intel 82430FX (i430FX Chipset)
Remove any cards except Vga card and reboot! Are there any beeps from the speaker if so how many? It could be that your battery may be dead, I have looked at the board layout and it seems to have the old Dallas battery, not the nickle battery you see in the newer boards!
I need more info what happens as the system begins to POST, what error codes you are getting if any and the bios beep codes from the system speaker if any!

Try removing all the cards. I have seen this problem before, on a Shuttle 569 (Tx chipset). The only way to solve the problem was hot-flashing the Bios, If nothing works, try this.
