To download the driver for my webcam but when i download it and open it, it says windows cannot open this device.
Could someone please help?

There's lots of drivers posted on that page. Why didn't you say which one you downloaded and are having problems with?

Note: I didn't even see "mk9" listed on that page.

There is nothing wrong with the file. I tested it and get the following when I launch the setup file:
