What application/version are you using to attempt writes?

Windows XP has native burning support for burning cd-r disks using WMP. No support for burning cd-rw.

Also, Roxio Easy Cd Burner has burning support if your using a newer version like 5x, 6x, or 7x.

Nero supports burning in Windows since v5.5.5.1
