What do you mean by "not functioning"?

1: Drive is not detected by the system, ie: not visible in My Computer or Device Manager?

2: Won't read a data or music disk?

3: Won't burn disks?

Are you sure it's EXTERNAL SCSI? What scsi controller is it connected to?
