i have upgraded from from my operating system from ME to Xp (I have a hp onimbook xe3 laptop). My tosbiba dvd 2402c WILL play my DVD's but NOT any cd's of any kind (music,rw,or any store bought cd, programs like norton etc.). I cannot find any driver updates, any idea's?????

Please provide some details from Device Manager ---> the CD/DVD section as well as the IDE Controller section. Start with what's listed under each section and make note of any flagged devices. Repost with that data and we'll have some clue as to what's causing your problem.
