Your post is a bit confusing. What are you describing? eg: serial port, parallel port, or serial mouse?

Then you don't select "Parallel Port" in the request form. A serial mouse is plug and play in Windows 98SE. The os provides the support. However, you must have a working serial port. Device Manager will tell you if the serial port is working or not. If it's a built-in serial port, you must ensure it's enabled in pc bios setup.

Center button is not needed.
