You can used the universal driver oakcdrom.sys along with mscdex.exe. Both are usually on a Windows 98 bootdisk.

You will need a floppy disk formatted with system files, copy both the above files to it.

Then use dos's edit.com to edit the autoexec.bat and config.sys files.

autoexec.bat with the following command line:
mscdex.exe /m:mscd001

config.sys with the following command line:
device=oakcdrom.sys /m:mscd001

Make sure that edit.com is on the same floppy disk after formatting. Just copy it from any dos boot disk or usually on a hard drive in the following location: C:\Windows\command

Use the boot disk to boot the machine and it will enable any atapi drive on the market.
