SCSI hard drives do not require a driver when used in Windows 98. Here's what they do require:
1: Proper connection to a compatible scsi controller card.

2: Proper scsi id

3: Proper scsi termination

4: scsi card must be properly installed in Windows 98. That means it must be visible in device manager under scsi controllers and not be flagged as having any problem.
When the above conditions are met, the os will automatically detect the drive without user intervention.
