I have fully formatted and thought that it is going to solve my problem but still having the same problem. I cannot open PORT when I ask for the modem diagnostics...but when I remove the modem and place it back the modem is detected but still can't open the PCI communication port. Is it the bois or what??

Try another slot if availble or swap slots with another card. Fax software in the background can tie up a port. Just a thought.
