Go buy a 4GB HD for about $20(US) from a used PC store!!!
set #1 drive to master [MA] (the drive located on the end of the IDE cable)
set #2 drive to slave [SA or SL] (the drive located in the middle of the IDE cable)

Disconnect the 515MB hdd and proceed with the OS install. Then after making sure W98 boots ok then shutdown the PC and install the 515MB. You have to determine if the speed of the 2 drives is compatible- both PIO 3, 4 or UDMA2; not mixed, one pio and the other udma. First try it as a slave on the primary(make sure both hdds are strapped correctly, check the labels or RTFM) if it won't boot then stick the 515 on the secondary. If your cd-rom is master on secondary try the hdd as a slave to it or vice versa. It's a case of trial & error at that point. If W98 boots ok then just open up explorer and right click on the letter drv that W98 assigned to the 515 and select 'format'. S/B good to go then.

There should be a jumper on your hd drive put the jumper on slave instead of master. and as for your setup please hold your cd up to the light to see if there are any scratches where the light comes through. this might be your problem.
