a CED 8120B is not an HP built drive... it's built by LG. And it does not have a scsi interface... it has an IDE interface.
Optical drives NEVER require a driver when used in any Windows os from 95 up. Support that allows it to read a data or music disk is native to the OS. Burning support will come from compatible burning software.
Please state what the problem is and include some details.

Dude, I just installed XP SP2 on a computer with two drives: LG CDRW CED 8120B and Pioneer DVD-117 DVD-ROM. *Neither* was recognized by XP other than generic CD-ROM. I installed drivers for Pioneer and now looking for a driver for CD-RW. Again, it is listed just as a "CD-ROM" in my Hardware Manager. Obviously, your statement is wrong.

you won't win your argument... so give up. I don't make misleading statements so get your facts right before attempting to argue with experience.
