If you wish to install Windows 9x on the machine, just use a Windows Emergency Boot Disk in the floppy drive and make sure your bios is set to boot from the floppy first. It has a universal dos driver on the disk that will enable any atapi compliant drive. Just be sure to select "Boot with cd-rom support" from the menu when it appears on the screen.
boot disks are available from www.bootdisk com or from driverguide.com or one can be created from any machine running Windows.
Since Windows 3.1 is not an operating system, eg: it's only a graphical inteface that required dos to be running, you must have a dos driver to enable the drive in Windows 3.1 (note: there is no Windows 3.2)
