Looking for a boot disk for a Packard Bell Legend 110CDT. Unit crashed and can not reboot it with start up disk I have. Doesn't reconize CD Drive.

If it's IDE, then the drive will have Master/Slave jumpers. Does it? If no Master/Slave jumpers are present, your drive is proprietary interface.
Any bootdisk will boot an atapi compliant drive... the fact that it doesn't strongly indicates you have a proprietary interface.

It has a Master, I've tried about six different boot disk and NONE will boot the machine.

Ok, now that we've established what type of interface your drive has, we need answers for the following:
1: Is the drive connected to the secondary ide port (on the sound card)? or does this sound card only have ONE ide port?
2: Is it the only drive connected to that port?
3: Is the striped side of the ide ribbon cable connected to pin 1 of the drive and ide controller port header?
4: Does the boot disk contain the following files? oakcdrom.sys and mscdex.exe
5: What are the command lines present in autoexec.bat and config.sys on the boot floppy?
6: Is your pc bios set to boot from the floppy disk first?
7: Does your system have other IDE ports (like built in primary and secondary ide ports) (are there any drives connected to the built-in ide secondary port)? If it does, then you should be using the secondary ide port to connect the drive to instead of the controller card or disable the existing secondary ide port (built in) before attempting to use the ide controller port on your sound card.

Corrections to follow up

1. There are TWO ide ports on the sound card , sorry I'm not smart enough to know which is secondary?

2. As far as I can tell, there is only one ribbon going to it and it's from the CD drive.

3.YES, I have checked.

4. Don't know how to find out?

5. Same as above

7. I believe there is another ide port on the mother board, i tried to plug the ribbon from the cd into it direct and it didn't make any difference as far as getting the cd to work.

: I'm sorry about my knowledge. I'll try and help as much as I can. Please bear with me.

1: IDE ports are usually labeled IDE0 (primary) and IDE1 (secondary). Cd rom drives should always be connected to the secondary ide port. Remember to disable the on-board motherboard ide port (in pc bios setup) if you use the sound card ide port. And a second choice would be to disable (usually accomplished via a jumper) the on-sound card ide ports and only use the ide ports built-into your motherboard. Either should work just fine but figuring out how to disable the on-sound card ide ports my be difficult if you don't have a manual.
5: Use Notepad to examine each file contents, eg: autoexec.bat and config.sys files. You should have the following command lines (or similiar) present:
autoexec.bat should have: [drive][folder]mscdex.exe /d:mscd001 (example a:\cd-rom\mscdex.exe /d:mscd001)
config.sys should have: device=[drive][folder] oakcdrom.sys /d:mscd001 (example: a:\cd-rom\oakcdrom.sys /d:mscd001)
When these command lines are launched during bootup, you will be able to see on your monitor screen if the drivers are loading. Try to watch those load lines and report back what each states during bootup. Now if your using a regular Microsoft bootdisk, it creates a RAM (extra drive) disk on your hard drive. It's drive letter will be one letter higher than your last hard drive. eg: if you only have 1 hard drive installed then ram disk will be D: and your cd-rom will be E: I personally don't like to use any boot disk that creates a ram disk but each to his own. So the point is after bootup be sure to check more than the normal D: drive letter to see which one is actually the cd-rom drive, eg: D: enter, E: enter, F: enter, etc. By default the cd-rom drive is given the next available drive letter after the hard drive but when a ram disk is created the cd-rom drive will be an extra letter higher.
